Law enforcement should collaborate with the private sector, academia, policy makers and technology providers to tackle cybercrime, says Dr. Madan Oberoi, joint commissioner-special cell, Delhi Police.

Given the inherent difficulties in attribution of cybercrimes, law enforcement should take an intelligence-led approach similar to the practice followed in fighting terrorism, says Oberoi, the former director, cyber innovation and outreach, at the Interpol Global Complex for Innovation.

In an interview at Information Security Media Group's recent New Delhi Fraud and Breach Prevention Summit, Oberoi discusses:

  • Innovations to build the capabilities of law enforcement;
  • The crime-as-a-service business model;
  • New approaches to tackling cybercrime.

Dr. Oberoi is an Indian Police Service (IPS) officer of the 1992 batch. He is joint commissioner of police for the special cell of Delhi Police, responsible for anti-terror operations and combating organized crime. Dr. Oberoi was earlier deployed as director of cybercrime at Interpol in Singapore with a global jurisdiction. He is a Fulbright Scholar in cybersecurity from University of Washington and also holds a PhD in cybercrime from Indian Institute of Technology, Delhi.
